Cornell University has a free website that can be searched for local records: Bird List eBird.

There are two paid subscription rare bird alert websites that issue updates on digital devices, including pagers: Rare Bird Alert: Rare Bird Alert and Bird Guides: Rare Bird Alert. Bird Guides issue a magazine too.
